I still think there's ways to manage it so it's backward compatible. I.e. you can have "virtual" nsecs or as you may describe them msecs. They are functionally the same as an nsec but have properties like rotation friendliness/migration friendliness. I agree it would take time but it's probably straightforward to make a reference implementation that helps bridge the paradigms.
