A collectivist society may have good collectivist rulers, an individualist society cannot have good rulers because they are individualists themselves by definition.
Therefore an individualist society works better whrn they have no rulers (or at least very powerless rulers), whereas a collectivist society works better when they have collectivist rulers.
In any case, individualist rulers are always the worst of both worlds.
