Update:

Okay funds are safu and wallet balance is back.
Here are the sequence of steps I took.
Not 100% certain what fixed, but I am fairly confident the VPN was somehow triggering this bug for me.

- VPN for this particular phone was on this whole time, and almost always on.
- Tried to recover wallet from within Primal, but balance was still zero.
- Downloaded WoS, tried to recover with seed words from primal backup, failed with a short error message essentially read to check 12 words and try again.
- Downloaded Xverse, did the same as in WoS, recover with seed words, also failed.
- This time the error message in Xverse was long enough (see attached) and contained enough info. to make me think it might be a VPN issue (especially the part that read 403 error and `PERMISSION_DENIED`). VPN has never been an issue before, but okay.
- Turned VPN off, opened Primal back up, and funds are in wallet.
- Went back to WoS with VPN off, entered seed words, and was able to recover the funds in there as well.
