don't worry, there is actually a literal administrative offense on the books of kazakhstan for exactly what he's doing (holding a passport as hostage to payment) and a rule about medical care which says that i am only obliged to say the same costs as if it was a kazakh citizen with a broken leg being treated this way (the government will pay it, but there is a rate).
plus the embassy will contact the police to inform them of the offense going on and i've already passed a message to his colleague that i'm quite sure he's not allowed to do what he's doing. the bill, that's a separate issue. anyway, leaving it with the embassy.
