Bip110 nodes enforced additional rules accepted by 80% of the nodes on the network and ignored by 20%. Zero nodes were directly against them. Yet 5 pool nodes vetoed something that 18 000 nodes actively signalled for, and about 60 000 other nodes silently accepted. This means that Bitcoin is not governed by nodes per se, but by the biggest 5 nodes that coordinate 97% of the network traffic.
