Today was the first official day of Staunton Citizens University! We were at City Hall and heard presentations from the City Manager, the City Attorney, the Election Registrar, the Chief Human Resources Officer, and the School Superintendent.
I think the most interesting thing I learned was that Dillon's Law, which half the states in the union follow, originated in Virginia. It was in response to the City of Winchester offering a reward to find an arsonist... And then refusing to pay the reward to the man who helped catch the arsonist.
The man sued, the case went all the way up to the Virginia supreme court and Judge Dillon ruled that the City couldn't grant any reward that the State didn't permit. So the man who turned the aronist in did not get any reward, but did get a lot of legal fees.
The moral of this story, Anon? While snitches may get stitches, they certainly won't get any authority-offered rewards.
