If you take a monkey, a fish, and an elephant and decide that they must all live the same way because they are not different in anyway... Then you decide that, since all of them are the same, that is only fair to the fish that the monkey and the elephant share their land with him... So you start flooding their homes to help the fish be there... But now these places are unsuitable for the monkey and elephant... So those two move to higher ground, try to levy the flood zones, and try to point out that fish are different... So you punish the monkeys and the elephants for doing this and ban them from stopping the water... So the monkeys and the elephants start fighting the fish...
Hopefully you get the point here. When people ARE different but you treat them as if they are not and force them together, the resulting environment forces conflict between them because the choice came from somewhere and will always naturally favor one of the different types over the others. The resulting conflict is not from "differences" in the elite plan, but from telling a monkey it is no different than a fish and, by extension, threatening to drown it.
