What do you refer to with overrun?
The big majority of people come and go with good intent. They simply want to liva and let others live. Most like to live as free people and trade voluntarily.
So yes. Whoever wants to come should come. In the end people will always migrate to the place with good opportunities. To a place where the economy is growing. And the fact that people migrate there fullfills this wish of a growing economy.
When there is no jobs available, people stop migrating to a place. This simple it is. Most do not want to come to a place, where they have no opportunities.
