The main argument about not funding it out of general taxation is that it means the BBC's funding is at the total whim of the Culture Secretary. Which means at the whim of the PM & Chancellor, really. And as soon as the government can say "we control your purse strings" you no longer have a broadcaster that can in any way pretend to be independent.
