Honestly a good question.
The problem is that the governments talking about it mean specifically for coding as a means to make or exploit code as a way to get ahead of each other.
Meanwhile, devs mean they just want something that makes a functional product for a reasonable price.
And normies, if they use AI at all, just want something free and easy that is accurate enough.
There are more examples, but "winning" looks very different for each audience and really one the first is mentioned when the media brings it up.
