I agree with your take on clients and WOT, that’s why I am slowly building my own -str stack. I’m inspired by the -arr stack (sonarr, Lidarr, etc).
I find that Nostr isn’t too far from torrent, bunch of indexers/relays. Anyways, I simply take my following, inspect their last activities (post, repost, quote, etc) and gives them a score of how active.
Based on this score it fetches their following that I don’t follow with high score and it suggests people to me.
I also follow tags to see who post topics I enjoy. I basically create my own algorithm.
For the LN polluting relays, the main relays are the ones that most clients uses so I think it’s to be sure that the tunnel connects properly. No way around it and better than having centralized private relays that if they go down you can’t interact
