I don't think it was an entirely inside job. I think the terrorists wanted to attack and actually did. The feds KNEW about it, and chose not to do their jobs to generate a cassis bellae.
Same playbook as Pearl harbor... The Japanese really did it... But convenient how the radio operator designated to prevent such a surprise attack was coincidentally away when the planes moved into the harbor...
