That debate has been going on since daylight time was originally instituted. It's not just a matter of schools, but of work schedules in general. There's just no way to bring them all into sync in a more logical way, without, you know, fascist style controls. It's also made more difficult by the size and extent of the country. The bottom line is that it was tried in '74 -- I remember it well -- and it was a total train wreck quickly reversed.
