I don't think there is any way around that unfortunately. The virtual display was for systems that don't have any display connected. Without a display device, no frame buffer is ever allocated for output by nvidia gpus. They also don't properly trigger the clock manager and the driver is free to idle the gpu clocks which is obviously a performance issue.
On windows you might be able to get away with this by running the apollo service as another user, but I have a feeling that can't work.
I guess there is a "Virtual Desktop" button in moonlight when using apollo, im not sure if that does what you're thinking of. I don't think i've ever pressed it.
