exploitation is a natural consequence. Some people will simply insist on being exploitative towards the weak, it has nothing to do with “systemic incentives”. In the 17th century, Cossack hero Bohdan Khmelnytsky lead an uprising and established the Cossack Hetmanate. His primary call was to purge and capture “abusive landlords and administrators”. This lead to a massacre, mysteriously, of nearly only Jews and Jesuits.

Interestingly enough, before Adolf Hitler, Bohdan was the considered biggest adversary of Judaism and Jews around the world had a day which they would curse him in their appeals to whatever it is they worship. Perhaps looking at the last names of landlords in New York with the most complaints might indicate that this is not a problem that is about “systemic incentives” unless the system is that of the doctrines and jurisprudence of the specifically abusive religions. From the Khmelnytsky Uprising to present-day Manhattan, it always seems to be a very small subset of the population which are engaged in the actual exploitation of tenants.

I know plenty of nice landlords that are good to their tenants. You may be fine with maintenancing your own property but many people are working on other tasks and want to delegate that. In fact, most people do not want to commit themselves to the maintenance of a property. It is something many people find satisfaction in. Additionally, some people do not want to commit themselves to living in an area long enough for the hassle of home purchase to be worthwhile. Landlords are also providing a service to these individuals. I appreciate all my prior landlords, they were all very nice people who provided me with a good service at a cost that was not unreasonable.

The landlord-tenant relationship does not default to exploitation out of nowhere. The type of people to engage in exploitative practices as landlords are also frequently engaged in exploitation even if they engage in other professions. They are exploitative because their lack of morality permits it, not because they are landlords.

Seething resentment against successful, landed people is not good.
