Large clearing houses is in Amsterdam, Vienna, london etc cleared most of the debts among merchants using credit and fiat bills of credit. This was the vast majority of actual monetary transfer for hundreds of years.
Yes, silver was a system that they ALSO used for hard settlement over distance and with counterparties on whose reputations they couldn't depend.
But your contention that it was somehow a *base monetary system that everything else returned to* is just factually incorrect.
Silver was one settlement layer of many, as even a brief glance will show anyone who cares to look.
