美国总统特朗普于美东时间周四（9月24日）晚上，在白宫东厅设国宴欢迎中国国家主席习近平。
多名美国科技和金融界巨头出席，部份人士更与两国领导人同桌。但近日高调警告人工智能风险的企业Anthropic代表未有露面。
有分析认为访问行程至今未见重大突破，外界持续关注中美两国就人工智能发展及台湾等议题的表态。
两国元首周五将在白宫共进下午茶，并前往美国国家档案馆（National Archives）参观，其后习近平将启程离开美国。
## 国宴前致辞的不同侧重点
两国元首在国宴开始前发表致辞，特朗普赞扬美中关系的悠久历史，感谢习近平专程从中国远道访美，并表示：“我们之间的关系从未像现在这样好。”
他一度提及正兴建宴会厅，预计一年后才会完工；又指作为一项“特别礼遇”，习近平及夫人可成为首批进入白宫新宴会厅的人士。
特朗普向习近平赠送一座白头海鵰雕塑，他与第一夫人梅拉尼娅均有参与设计。
白头海鵰原生于北美洲，并被定为美国的官方国鸟。特朗普表示，这座雕塑体现“美国自由翱翔的精神”，“我们希望它能在北京找到一个美好而合适的位置。这是属于你的荣誉”。
习近平则在致辞中，感谢特朗普与梅拉尼娅的“热情接待和周到安排”，令他和夫人“有宾至如归的感觉”。
与特朗普的发言相比，习近平的讲话内容明显更着重历史层面，特别提及两国在第二次世界大战期间“抗击日本军国主义侵略者”，形容“血与火锻造的友谊必将世代相传。”
他回顾特朗普今年5月访华，“我们同意构建中美建设性战略稳定关系”。他又表示，双方今日进行“坦诚深入的交流”，“为中美关系提供了新的战略指引。”

白宫晚宴 习近平特朗普伉俪再亮相
## 谁出席国宴？
多名美国科技和金融界巨头齐聚白宫，部份人士更与两国领导人同桌，包括：
* 辉达行政总裁黄仁勋（Jensen Huang）及其妻子洛丽·黄（Lori Huang）
* 苹果行政总裁蒂姆·库克（Tim Cook）
* 特斯拉行政总裁伊隆·马斯克（Elon Musk）
* 超微半导体公司（AMD）行政总裁苏姿丰（Lisa Su）及其丈夫丹尼尔·林（Daniel Lin）
出席者还包括来自OpenAI、亚马逊及谷歌等公司的多位科技界重量级人物。
值得留意的是，逾130人的宾客名单中，据报只有19人属于中国代表团，但没有企业界人士。
今年5月特朗普访问北京期间，当时国宴主桌上的中方席位主要由政府官员组成。

此次峰会其中一个重要议题，正是美中两国未来是否有可能在人工智能安全相关问题上展开合作。
然而，Anthropic代表未有出席国宴。该公司是全球规模最大、估值最高的人工智能企业之一。BBC记者曾向Anthropic查询是不被获邀还是自行决定不出席，但至今仍未收到回覆。
Anthropic向来对人工智能及中国问题持较强硬立场。该公司不仅多次警告人工智能若缺乏监管可能带来的风险，亦曾就中国议题提出警示。
其行政总裁达里奥·阿莫代伊（Dario Amodei）曾在一篇文章中警告，若中国在人工智能竞赛中取得领先地位，将对美国及全球构成“严重危险”。中方则强烈反驳有关说法。
中国外交部表示，将中国描绘成“威胁”的论调，只会干扰人工智能治理进程。
中国《环球时报》（Global Times）英文版在习近平展开访美行程后，发表多篇评论文章，呼吁中美两国成为“伙伴，而非对手”。其中多篇文章提到人工智能（AI），并认为人工智能“应成为拓展中美合作的新领域”。

食物方面，国宴选用世酿伯格酒庄的气泡酒，有向历史致敬意味。
1972年，时任美国总统尼克逊访华，曾与中国时任总理周恩来举行著名的“和平祝酒”（Toast to Peace）时，所使用的正是来自同一酒庄的葡萄酒。
按梅拉尼娅办公室公布国宴菜单，当中包括：前菜黄南瓜浓汤、主菜芝麻脆皮鲈鱼，配搭炖白菜（bok choy）及烤茄子，以及香草奶油冻配酸樱桃蜜饯和核桃杏仁奶油作为甜点；办公室称其旨在展现“美国食材，并融入细腻的中国风味”。
## 三家美国新闻机构被禁止采访国宴
美国有线电视新闻网（CNN）、《政治》（Politico） 和MS NOW（前身为MSNBC）三间媒体的记者早前表示，法官已裁定必须恢复他们进入白宫园区采访的权利，但他们仍被拒绝进入采访白宫国宴。
特朗普自上周六起禁止这三家美国传媒进入白宫，并指责它们发布“假新闻”。
在一名联邦法官于周四凌晨裁定该禁令可能违反宪法，并要求政府恢复其采访权后，三家媒体的记者于周四上午获准再次进入白宫园区。
不过，这些机构当晚表示，他们被禁止采访国宴活动。
## 峰会至今释放的讯号
部分民主党议员批评峰会过于着重“排场”，而非实质成果。至今仍未见到在贸易、人工智能、对台军售以及关键矿产等重大分歧议题上取得突破。
路透社取得的一份声明显示，47名民主党党团成员中有19人联署，敦促总统立即向台湾提供数十亿美元的资金及军售，并要求中国释放被错误拘留的美国公民。
这些民主党议员亦批评特朗普放宽对中国出口高端晶片的限制。
北京与华盛顿已同意将贸易休战期延长两个月，以争取时间磋商一项更大规模的协议。
Saxo Markets投资策略师洛芙·查纳纳（Charu Chanana）表示，目前企业对于未来数月将在何种营商环境下运作，所面对的不确定性与之前相差不大。
企业关注的是一些实际讯号，例如“已公布的关税调整”、稀土出口安排、农产品采购，以及美国晶片出口规则的变化。
查纳纳表示：“与峰会展现出的友好气氛相比，这些因素更为重要。”
“我的解读是，这是一场旨在维持稳定的峰会，而非一场实现突破的峰会。”
## 华盛顿多地现示威活动
习近平访美期间，首都华盛顿多地出现示威活动。
有一批示威者抗议中国政府对新疆维吾尔族穆斯林的待遇。
人权组织认为，中国近年来违背其意愿，将超过100万名维吾尔人拘留于所谓的“再教育营”内。
来自维珍尼亚州的示威者阿齐兹·苏莱曼（Aziz Sulayman）向路透社表示，其兄长阿利姆·苏莱曼（Alim Sulayman）是一名牙医，于10年前被捕。
他说：“我不知道他现在身在何处。据我所知，他被判监17年，没有经过任何法庭审讯，也没有任何正当法律程序。他是无辜的。他是一名年轻的维吾尔男子。我们希望他能够获得自由。”
白宫习特会登场 亲华反华团体华府示威
另一名在白宫外示威的人士海德尔·詹（Haider Jan）向路透社表示，就针对维吾尔人及中国其他少数民族的人权侵害问题，“特朗普总统必须质询习近平。”
中国政府一直否认所有在新疆的人权侵犯行为指控。
要求结束中国对西藏控制的示威者穿过华盛顿市区游行，其后在美国国会大厦外集结。
自中国政府于1950年代将西藏纳入管治范围以来，西藏一直是中国高度敏感的议题。当地长期以来要求获得更大的自治权。
北京视西藏为中国不可分割的一部分，但西藏领袖表示，中国派驻当地的军队和官员有所增加，削弱其宗教信仰及传统文化。
华盛顿部分政界人士一直支持西藏独立运动。民主党重量级人物佩洛西（Nancy Pelosi）到场探访这批示威者。
外间也关注特朗普会否再度向习近平提出释放黎智英。

莫滕·斯库姆斯鲁德·安德森（Morten Skumsrud Anderson）曾与森丁共同研究外交与送礼文化。他说：“中国等威权国家会赠送昂贵得多的礼物。”
安德森说，在西方，这项传统已受到民主制度的制衡和限制，重要性因而有所降低。
例如，美国宪法中的“薪酬条款”限制总统可以从外国政府收取的礼物价值。
目前上限是525美元（397英镑）。如果礼物价值高于这个金额，便会成为联邦政府财产，除非总统选择自掏腰包将它买下。
同样，美国总统如果要送出价值超过特定金额的礼物，一般也要经过国会程序，除非由总统本人付款。

对习近平而言，一个令人不太舒服的现实是，中国国内经济正面对困难。
中国向世界各地出口的商品数量创下纪录，但国内消费者仍然不愿增加开支。青年失业率持续高企，而在约八成人拥有自置居所的中国，楼价亦大幅下跌。
贸易正协助支撑经济增长，因此中国能否进入海外市场，比以往任何时候都更加重要。习近平需要保护中国出口，避免再次受到美国去年实施的高额关税重创。
在台湾议题上，习近平再次明确表示，美国对台军售是中国的红线。
根据美国法律，美国有义务向这个实行自治的岛屿提供自我防卫所需的手段。
今年5月，习近平曾警告特朗普，如果处理台湾问题不当，两国就会“碰撞甚至冲突”。
特朗普其后延迟批准一项总值140亿美元的对台军售案，并形容这是与北京谈判时“非常好的筹码”。
习近平可能在这次会谈中利用这个突破口，并很可能主张，限制对台湾的支持可以减低爆发冲突的风险。
他星期四再次表示，希望美国坚持反对“台独”的“正确立场”。
不过，特朗普正面对来自民主、共和两党要求继续支持台湾的压力，而他至今仍未公开回应习近平这番说话。

两名领导人至少有讨论人工智能，但目前仍不清楚双方是否就任何安全保障措施达成共识。
外界一直关注两人会否就人工智能作出任何具体决定，例如同意举行人工智能峰会。
此前，人工智能公司Anthropic行政总裁达里奥·阿莫代伊（Dario Amodei）发表文章，呼吁放慢人工智能发展速度，以提高安全性。该公司一名顶尖安全研究员亦曾警告，人工智能导致人类灭绝的机率“高于10%”。
不过，除了习近平谈到确保人工智能“始终处于人类控制之下”的重要性之外，双方并没有公布太多其他内容。
特朗普近期则把人工智能可能导致人类灭绝的忧虑斥为“骗局”。
当然，也别忘了大熊猫。中国在4月首次宣布向亚特兰大赠送“平平”和“福双”，习近平如今表示，牠们将在数天内抵达，标志着中国的“熊猫外交”重新展开。
随着两人在星期五准备茶叙和参观美国国家档案馆，可能还会有更多宣布。

但至少到目前为止，这场峰会给北京带来的其中一项最大收获，可能是场面和观感。
豪华的接待、特朗普亲自到机场迎接，以及以芝麻脆皮鲈鱼和烩小白菜入馔的国宴，都受到不少中国民众欢迎。这有助进一步巩固习近平在国内与特朗普平起平坐的形象。
中国社交媒体上广泛流传把两名领导人作对比的网络迷因。其中一张热门图片显示，轰炸机从上空飞过时，特朗普皱起脸来，习近平则神情不变。
习近平似乎已找到一套与这名全球最难预测的领导人之一打交道的方法。
但特朗普谈论的是两人“真正伟大的友谊”，习近平关注的却是更大的目标：确保中国能够与美国并列，取得超级大国的地位。
大熊猫、隆重仪式和友好言辞或许有助令两国关系变得顺畅一些。
但在这些华丽场面之下，全球两个最强大国家之间的竞争，仍然一如以往激烈。
