Even if 99% of all plebs running nodes were in full agreement and signaled for BIP-110 it still doesn’t force the big mining pools to do anything. They also run their own nodes and do not require the plebs for literally anything. Control of Bitcoin is centrally controlled by 4 or 5 large mining pools. They can and will introduce demurrage and/or tail emissions and/or remove the 21M cap at any time they choose to. The only caveat for them is getting the large monetary nodes to agree with them meaning Blackrock, Coinbase, Strategy, and a handful of other suitcoiners like them. They could at any time have a relatively small meeting to determine what happens to Bitcoin next without permission from the node runners or the Bitcoin Core devs or any Nation State. It’s totally captured and I would love for you to explain to me why I’m wrong.
