First paragraph makes sense - just running a readonly full node makes very little difference (it can decide which transactions to forward and which drop/censor but there can always be another node that will broadcast a transaction).

Second paragraph. Yes, people sending transactions (I think technically it’s the sender who creates the transaction, not the receiver who just generates the address), but that’s still people running full nodes. If someone sends bitcoin using Coinbase then it’s Coinbase running the node and deciding.

So I still think in 2017 it was the full nodes that voted, but primarily the ones sending transactions, not any running node.

Please correct anything I’m not understanding. I genuinely want to understand how bitcoin works in practice.
