Tor + nostr is not nostr. Tor + nostr is more private, but by itself it not a privacy solution as other things need to be in place to achieve any reasonable level of privacy (like the users own DM relays, separate connections for multiple accouts, etc).

1. Nostr as default is not private.
2. Nostr + Tor is not private.
3. Nostr + Tor + One exit node for each filter and each new event the app makes + each relay it connects being a private relay owned by the recipient makes it private.

3rd does not exist yet. So, Nostr is not private.
