Bitcoin Lean Policy: A sliding scale to fix the fee market.
SegWit's 4× witness discount made blockspace too cheap. Miners fill 2MB+ blocks with witness bloat. No fee pressure exists.
The fix: relay filter on total block size. Start at 1.6MB, slide down as market adapts.
How it works:
1.6MB → 65% of blocks must trim. Immediate fee pressure.
1.4MB → 89% must trim. Witness bloat squeezed out.
1.2MB → near-full L0. Financial transactions dominate.
1.0MB → full L0 always filled. Pre-SegWit economics restored.
Each step is a gradient, not a wall. Miners slide toward compliance because each KB has marginal value. No enforcement needed. No consensus change. No hardfork.
The market finds the right level. Users choose their tolerance. Nodes vote with their config.
Also: revert MAX_OP_RETURN_RELAY from 100KB back to 83 bytes. The v30.0 uncapping was a mistake.
