Decaying multisig can be set up with miniscript on Bitcoin - You can have a 3-of-5 wallet where there's a second spending path after block height N where only one of the keys needs to sign, for example. Liana wallet uses this IIRC.
Not sure if any of this is relevant to Horcrux though.
