If that man wants to be treated like a woman, but really just wants to be left alone, and isn't bothering anyone, I'd say the normal and kind thing to do is ignore them. Focus your outrage on the men not wearing dresses who are actually abusing women (1000x more likely to happen!). Unless this is more about outrage than actually making a difference?
