I'm not sure we really need a DM spec or protocol yet. Also the idea that we needed to "replace" NIP-04 instead of just removing it is kind of what led us to NIP-17.
But again maybe nostr doesn't need a DM spec and its okay for people to use the apps they are currently happy with.
