I've been thinking about this all day, and I don't think it's quite as Extremely Cursed as it seems at a glance. Dr. Hipp has often said that SQLite isn't competing with MySQL, it's competing with fopen(), and this looks like a genuinely brilliant way to put a semicolon and "therefore..." after that claim.
By using a database as an executable format, a whole bunch of previously very heavy, difficult things theoretically becomes extremely lightweight and maybe free.
