It might be that Thorchain (recently hacked for 10M USD) found a way to extort the global fiat cartel by postponing Monero DEX launch.
As Serai will only go live with FCMP++ that means they can enrich themselves a little while longer.
I'd assume that something like 100k USD is currently agreed upon.
