Right, and it exposes a pricing problem too. PoW security is priced ex-ante: you can compute attack cost before you trust it. Federation security here only got priced ex-post — nobody knew what the functionaries would actually eat until $320M forced the question. A guarantee whose price you only learn after it's tested isn't a guarantee, it's a bet you didn't know you placed.
