BIP-110 is a standardness policy. Node operators have always set these. That’s not a “developer dictatorship” — that’s called running your own node. Which Satoshi explicitly endorsed.
Ironically, the actual developer dictatorship was Core quietly enabling OP_FALSE OP_IF exploits without a vote.
Everyone knew that too. Until yesterday apparently.
