In many cases it's because Trump has replaced the leadership with someone who supports what he's doing.
Eventually the courts step in to stop the illegal actions, as we see happening now. Simply knowing that this will happen usually has a deterrent effect, but we're dealing with extremists who believes that Trump's immunity will shield them. Eventually, those who are defying court orders will be held in contempt and be fined or imprisoned until they comply.
Or Trump will try to forcibly overthrow the courts at that point.
