"Module boards", such as some of my friends make and sell on sites like Tindie and Lectronz, live in a slightly grey area with regard to product safety and EMC conformity testing and markings.
Essentially they are not a consumer product, low voltage, and use components for RF that are already CE marked. Arguably they don't need their own CE marking as they're installed INSIDE another product. But even if they do, self certification would probably be non crazy.
