Allow me to propose an alternative explanation to all of the recent push for AI regulation. Let's put on our tinfoil hats:

All of the labs are realizing now that there are limits to this "AI" thing. In that, there's nothing intelligent about it. No AGI is ever possible. Everything is pure hype. A bubbler waiting to pop.

To buy themselves time to figure things out, they call for regulation. This will ensure they have plausible deniability for why things aren't really progressing all that much going forward.

"Well, we COULD make it super intelligent, but we shouldn't so we're playing it safe".

This continues to prop up their investments and valuations without providing any significant proof of anything remotely to AGI coming to fruition.

Investors are content. Governments are dumb and content. The public is content with "less AI risk".

Maybe its not about competition, maybe it's just stalling to figure out what to do next because they've hit a wall. The bubble is about to pop and unless they figure out where to go from here, it's game over.
