TRUMP AGREES TO NEW BIPARTISAN CRYPTO ETHICS RULES AHEAD OF CLARITY ACT VOTE

President Trump has agreed to roughly 80% of a bipartisan ethics proposal from Senators Thom Tillis and Ruben Gallego as Republicans release updated Clarity Act text ahead of Tuesday’s crucial procedural vote.

The new provisions would require federal officials with substantial crypto-related financial interests to either divest or place them in a blind trust, while giving state attorneys general a role in enforcement.

The updated bill also includes major changes to several other contested provisions:

- On BRCA, protections for non-custodial developers have been narrowed, removing explicit protection from criminal prosecution under Section 1960 while retaining protections related to the Bank Secrecy Act and civil enforcement.

- Stablecoin yield provisions add a “circuit breaker” allowing federal intervention if regulators see widespread deposit flight from community banks.

- New guardrails target vertical integration, affiliate trading and conflicts of interest involving digital commodity exchanges, brokers and dealers.

Senator Cynthia Lummis says the final text incorporates more than 120 Democratic demands and called on Democrats to support moving the bill forward.

Republicans are describing the new package as their “last, best and final” offer ahead of Tuesday’s cloture vote.

The vote would advance consideration of the bill, not constitute final passage.
