Yes pool centralization is a relevant concern.

The underlying hashrate is the more relevant concern because ultimately it's trivial for people with many different machines scattered around to point their hash at a different pool.

Bitcoin's mining isn't just centralized in pools, the actual machines are owned and operated by entities known to the government.
