Every Brainstorm user gets a personalized pubkey, like your own personalized Brainstorm Assistant, which publishes scores on your behalf. That’s the pubkey that’s in your 10040 personal preferences event.

We don’t currently publish a kind 0 profile for this pubkey but it’s on our roadmap. Probably as an opt-in feature. NIP-85 was recently updated to support WoT service provider discoverability guidance — see Appendix 1 of the merged NIP.

Suppose you don’t have a WoT SP and don’t know which ones are good. Following the recent NIP-85 update, you will be able to look through your follows, find who has a 10040 event, pull the WoT assistant pubkey for the “rank” metric (or perhaps for all available metrics), pull that pubkey’s kind 0, and extract the WoT SP website. You’d get a report that says something like “Looking for a WoT SP? N1 of your follows use WoT SP A at www.wot-sp-a.com, N2 use SP B, etc.”
