Yes, it was by far the most difficult sticking point. As I am hearing it from multiple folks, it's now a 50% pass-through, but capped at $65. That should be a few dollars a month and something tenant advocates believe is manageable for most rent-controlled tenants. Still not ideal, of course, but brings the entire package to a place most people seem satisfied with.
