A default relay policy change and changing what is probably the most defining consensus rule of the whole system do not seem to be comparable IMO.
I understand culture and vision might change over time in undesirable ways, but changing the 21M supply equals stating that the project has effectively failed. I might be wrong and yet I don't see how it could gather enough support to go through
