cia sniffs out a plot to suicide planes into places. this percolates through the gossip networks of government and pentagon people say "ah, this is a neat way to get rid of all those pesky records of black budgets" and the owners of the world trade center complex be like "we just found out these buildings are gonna be liabilities because of asbestos" and so various disparate groups that catch wind of an opportunity all come out of the woodwork and max it out. like, it was instantly obvious to me how the uncertainty about who organised the attack (that was a conspiracy) allowed patriot act and second round to make up for daddy bush's failure in the first round.
i mean, the whole thing with jfk is another thing again, there was obviously conspiracies and conspiracies all flying around with that. assassinations do happen. usually the perpetrators don't want to get implicated, it could be anyone, but more likely is someone who the target's activities threaten the interest of the actual perpetrators. ie, bankers, bureaucrats.
