Sure, it might aggregate to some extent, but what I mean it's that that alone would not make it heavier than air.
NH3 is already lighter than air. Attracting water could make a condensate, but the heat of condensation would make the whole mixture warmer, and therefore even lighter.
This already happens when water condenses in clouds.
