You do not know how badly supply chains have really been hit.
Nobody knows how the oil wells will behave when brought back online.
After the collapse of 98, which was celebrated ad nauseum in the financial press, years of underinvestment ensued. Exploration was definitely off the cards in most places. Eventually, all things change, price goes up, investment comes back, and prospectors start to take a little more risk.
We then had the unconventional resource boom but keep in mind that decline rates are higher as induced permeability is spatially restricted relative to a juicy laterally extensive rock with good fluid communication.
Those plays are gassifying in many places. The easy stuff is drilled up in many areas and besides, the oil produced is light and sweet and not what is required for things like diesel.
