In the context of engaging in the governance of a FOSS project, disclosure of conflicts of interest is a responsibility of participants and using essentially public information (LI profile) to point out that a participant shirked that responsibility is in service of the project.
Whether it is “doxxing” is a semantic question about a neonym that has not really resolved its semantics. It is documenting a person’s identity in a forum where they don’t want that.
