it sounds like they opened some halfway houses in your town, and they discharge them right onto the streets. they probably have methadone clinics doing the same thing.
the reason I say that is becayse ivd never heard of a large amount of blacks moving into a white town without some impetus. Henry Ford brought the blacks to Niagara Falls etc... 100 years ago? and they never left.
