I talked with Jeff Booth about it for a while.
At core there are developers working who don´t even own #bitcoin.
Core could be a target for the system to infiltrate the dev community and with a lot of money weaken the protocol.
Why not filter out spam and scam. It´s a bug in the system and I don´t see any necessities to allow scam on the block chain.
