The slow coordinated move over time. I suspect only a few major bad actors behind the scenes and a crowd of willing idiots to do most of the work. The usual, when it comes to politics (politicians are sacrificial figureheads for those behind the scenes) or when dealing with those trying to corrupt good things that interfere with their fiat scams.
