If they can't provide protection to businesses, businesses stop paying them.
If they sell low quality drugs, people stop buying them, if they become unreasonably violent, people start resisting them.
Another gang forms or moves in, it gets violent but the gang that's most unreasonable gets the least support from locals and eventually gets deposed.

With the state and their monopoly on violence, one group of criminals controls everything.
