This is an interesting discussion. I'd say that evidence suggest that the incompetence is almost invariably baked in. But it's worth thinking about.

And hard agree on the question of crime. The whole point of fascism is that laws only ever apply to other people. It's a tool of the powerful, not a framework for a working society. They always do crime, and they never expect punishment even as they dole it out handsomely.
