That's been my concern, is while I haven't pulled the technical those devices typically have circuit breakers built-in disconnecting them from mains at much lower currents than the main trip current. With type 3 stuff they generally trip open circuit to mains (in my experience) disconnecting them further damage. If surge current tripped the Type2 but not the main, then it stops functioning. While in the even of a lightning strike, it appears it's uncommon for measurable surge current to last more than 1ms at the strike location, the higher order oscillations must last longer than a few milliseconds in the average case.

This appears to depend heavily on the type of surge.
