Das klingt für mich danach, als würde das Aushebeln von Ende-zu-Ende-Verschlüsselung nicht mehr als angemessene Risikominderungsmaßnahme gelten.
Altersverifikation schließt nicht notwendigerweise anonyme Nutzung aus, Zero-Knowledge-Protokolle hierfür existieren. GNU Taler (npub1fus…tvjp) hat etwas hierzu: https://docs.taler.net/design-documents/024-age-restriction.html
