What does that even mean in this context? It doesn't matter if it can actually think or if it has a mind or not. It can perform the tasks people assign to it.
There are extreme leaps in ability every year, and now the US has consolidated and invested half a trillion into scaling. China is also getting closer and closer to AGI. What reason do you have to actually doubt this or downplay it?
