Had the Court ruled the other way, and stayed the injunction to allow the new rules to take effect, it would have been complete chaos. That would have likely been tantamount to canceling the midterm elections in several states (those that use VBM exclusively), and disenfranchising large swaths of voters in others, because there is currently no way for states to comply with the new rules in time for the November election.
