The root cause, city hall being soft on crime, isn't solved in this scenario. You just taxing the residents twice to NOT provide police protection.
Criminals, Thugs, thieves: punish them. Violent protests: shoot them and punish the ones that surrender.
You're right though, whites truly got soft being disconnected from nature (violence).
